The UAE’s new e-invoicing mandate, governed by Ministerial Decisions No. 243 and 244 of 2025, requires businesses to transition to a structured XML digital format using a decentralized "5-corner" model via Accredited Service Providers (ASPs).

 While a voluntary pilot begins in July 2026, compliance becomes mandatory in phases starting with large companies (revenue ≥ AED 50M) on January 1, 2027, followed by SMEs in July 2027 and ​​government entities in October 2027. 

Under Cabinet Decision No. 106 of 2025, strict penalties are enforced for non-compliance, including a monthly fine of AED 5,000 for failing to implement the system, AED 100 per document for improper issuance (capped at AED 5,000 monthly), and a daily AED 1,000 fine for failing to report technical issues within two business days.
