UAE Climate Law compliance

Advancing Sustainability: Navigating the New UAE Climate Law for Businesses

Turn Climate Compliance into Competitive Advantage

The UAE’s commitment to Net Zero by 2050 is no longer a long-term ambition, it is a regulatory reality. With the introduction of the UAE Climate Law, organisations must now quantify, report, and actively reduce their greenhouse gas (GHG) emissions in line with national decarbonisation targets.

For many businesses, this presents operational, regulatory, and strategic complexity.

Our Sustainability Solution for UAE Climate Law enables organisations to move beyond reactive compliance. We provide end-to-end climate advisory, governance, reporting, and implementation support - helping you meet regulatory obligations while strengthening operational efficiency, resilience, and long-term value creation.

UAE Net Zero Commitments and Climate Law

Key Elements in UAE Climate Law

The UAE Climate Law – Federal Decree-Law No. 11 of 2024 – operationalises the country’s climate commitments and formalises regulatory accountability across sectors. It translates national ambition into measurable obligations for organisations operating in the UAE.

Strategic Climate Goals

Aligned with the Paris Agreement, the law establishes clear national climate objectives requiring organisations to reduce greenhouse gas emissions and transition toward lower-carbon operating models. It promotes adoption of clean technologies, strengthens climate resilience across industries, and encourages structured collaboration between public and private sectors to accelerate progress toward Net Zero 2050.

Regulatory Requirements

The law mandates annual reporting of Scope 1 and Scope 2 emissions for entities exceeding defined thresholds, supported by structured monitoring, reporting, and verification (MRV) mechanisms. Organisations must develop and implement sector-aligned emission reduction strategies, comply with established carbon neutrality pathways, and participate in approved systems such as the National Register for Carbon Credits where applicable

Impact on Organisations

The regulation applies to multinational corporations, government entities, and private sector organisations registered and operating in the UAE, including free zone entities. Companies must establish internal carbon accounting capabilities, governance structures, and reduction programmes to ensure compliance. Non-compliance may result in financial penalties of up to AED 2 million, alongside potential operational and reputational exposure.

Impact on Organisations

Timeline

The Climate Law comes into effect in May 2025, initiating formal regulatory oversight. From 2026 onwards, organisations are expected to demonstrate GHG accounting readiness, implement monitoring and verification processes, and activate sector-specific emissions reduction initiatives in line with national decarbonisation targets.

Our Services

We provide a structured, phased approach that moves organisations from regulatory readiness to measurable decarbonisation impact. Our services cover the full journey—from IEQT platform setup and GHG accounting to roadmap development and implementation—ensuring compliance, accuracy, and long-term sustainability integration.

Our Services

End-to-End Climate Compliance and Decarbonisation Enablement

Support for IEQT Account Setup

We support organisations with end-to-end registration on the MOCCAE Integrated Emissions Quantification Tool (IEQT) platform. Our approach ensures full regulatory alignment, accurate data setup, and readiness for ongoing submission cycles with minimal operational friction.

GHG Accounting

We deliver comprehensive greenhouse gas (GHG) accounting across Scope 1 and Scope 2 emissions, with Scope 3 assessment where relevant. Services include structured data collection, emissions calculation, and development of a complete inventory aligned with regulatory standards. We also prepare formal reports, an Inventory Management Plan (IMP), and provide submission and MOCCAE liaison support.

Decarbonisation Roadmap

We help organisations define measurable emissions reduction targets and build a practical decarbonisation roadmap. This includes baseline assessment, identification of emissions hotspots, prioritisation of initiatives, and phased implementation planning—ensuring alignment with regulatory requirements and long-term sustainability goals.

Implementation & Climate Governance

We translate strategy into execution by establishing governance structures, policies, and operational frameworks. This includes climate governance documentation, sustainability policies, and procedural manuals, along with support for supplier engagement, carbon reduction initiatives, and renewable energy and carbon credit strategies.
