Key Elements in UAE Climate Law
The UAE Climate Law – Federal Decree-Law No. 11 of 2024 – operationalises the country’s climate commitments and formalises regulatory accountability across sectors. It translates national ambition into measurable obligations for organisations operating in the UAE.
Strategic Climate Goals
Aligned with the Paris Agreement, the law establishes clear national climate objectives requiring organisations to reduce greenhouse gas emissions and transition toward lower-carbon operating models. It promotes adoption of clean technologies, strengthens climate resilience across industries, and encourages structured collaboration between public and private sectors to accelerate progress toward Net Zero 2050.
Regulatory Requirements
The law mandates annual reporting of Scope 1 and Scope 2 emissions for entities exceeding defined thresholds, supported by structured monitoring, reporting, and verification (MRV) mechanisms. Organisations must develop and implement sector-aligned emission reduction strategies, comply with established carbon neutrality pathways, and participate in approved systems such as the National Register for Carbon Credits where applicable
Impact on Organisations
The regulation applies to multinational corporations, government entities, and private sector organisations registered and operating in the UAE, including free zone entities. Companies must establish internal carbon accounting capabilities, governance structures, and reduction programmes to ensure compliance. Non-compliance may result in financial penalties of up to AED 2 million, alongside potential operational and reputational exposure.
Timeline
The Climate Law comes into effect in May 2025, initiating formal regulatory oversight. From 2026 onwards, organisations are expected to demonstrate GHG accounting readiness, implement monitoring and verification processes, and activate sector-specific emissions reduction initiatives in line with national decarbonisation targets.
